Whereas, Network Neutrality allows Internet users to access the content, applications and services of their choice online without discrimination,
Whereas, the Internet presents Latino and other under-represented communities with the lowest barrier of entry to create our own online media presence,
Whereas, an open Internet allows Internet users to communicate directly to the public without permission from corporate gatekeepers,
Whereas, the Internet provides a transformative opportunity to control our own voices and images, tell our own stories, and reach a wider audience than is possible in almost any other medium,
Whereas, without strong Network Neutrality protections, Internet service providers will be allowed to interfere with our ability to access the content, applications and services of our choice,
Whereas, without strong non-discrimination and transparency Network Neutrality rules, Internet service providers will have every incentive to favor their own content, applications and services online while slowing down those of their competitors,
Whereas, our leaders in Washington must pursue policies that will close the digital divide and preserve the open Internet; and whereas, we need both access to universal, affordable Internet service in our communities and uncensored access to the Web sites, content and applications of our choice,
Whereas, without strong Network Neutrality rules, communities long marginalized by the mainstream media will have even less control over their own images and voices,
Whereas, the future of the Internet is in jeopardy unless the FCC enacts and enforces robust Network Neutrality rules that contain strong transparency and non-discrimination provisions without loopholes,
1. Now, Therefore, be it Resolved, that the organizations represented by delegates of the 2010 National Latino Congreso urge the FCC to adopt open internet rules consistent with strategies to lower the cost of internet access and promote broadband adoption for low income Latino and immigrant communities;
2. Further be it resolved, that the organizations represented by delegates of the 2010 National Latino Congreso calls on the FCC to pass strong Network Neutrality protections to preserve the open Internet.
